Moore explains late filing in open letter

AN OPEN LETTER TO THOSE WHO ARE CONCERNED!
By GAIL MOORE
To those of you who read Sunday’s Valley Morning Star and those of you who do not carry the paper, and to those of you who get information from this blog, I would like you to know the truth about recent allegations made against me concerning my campaign report.
My husband, who was my treasurer during my campaign, had many questions about filing my final report, closing out my campaign. We were not in the area of wrongdoing. Jerry, my husband, was in touch with the Texas Ethics Commission concerning filing my final report. several times The FINAL REPORT is different from filing a report. Candidates will file two more reports in the future, unless they file a FINAL REPORT.
It was our intent to file a FINAL REPORT. The campaign fund was empty, and if I run again, I will simply open another Campaign Account, so why delay and pay for service charges for another year and a half to the bank? Anyway, with so many eyes on all I do, Jerry was trying to be careful about my final report, So, the final report was delayed, by two weeks.
Jerry was told by the Ethics Commission in Austin, that there is not a problem with “delay” as long as he reports the reason for the delay. And then, more questions. Martin Luther King Day delayed things further, and whenever he called Austin, return calls had to occur and he being at work, caused delayed communication again. Anyway, it is all on record.
My delay is nothing like the delays of others, which lasted many months, or even a year, in some cases. An ethics violation was filed against one person recently and the Ethics Commission ruled to fine that occurance, which occurred after one year.
There are those who attempt to liken my occurence with that person. The occurences are nowhere near the same. I have heard one person filed a complaint with the Ethics Commission against me.I spoke with a judge about this and he could not believe the newspaper, The Valley Morning Star, even bothered to print this, yet alone front page, as newsworthy. He said the charge is MOOT and nothing for the Ethics Commission to even bother with, since for many years, candidates have filed late reports.
I did not try to evade anything. I had no reason to. I have no reason to cover up, deny or lie about anything. The facts are simple, not complicated nor entail any kind of deceit, which is what the Ethics Commission looks for.
I have always held the Ethics Commission in high regard. I do follow their rules and was advised that if we were late in filing our report a statement and reason for beng late was not a big deal as long as a “reason” was included in that report. We, my husband and treasurer, did all that.
I realize that the attacks are due to the fact that I have filed a “Conflict of Interest” aginat the mayor and I strongly believe this is the reason for the attack against me. It is to undermine my credibility.
The Valley Morning Star also rpeorted I was in Kentucky, at the time they called me for comment, as though I intended to further delay my final report, perhaps intentionally or unknowingly. The truth is I needed to visit family concerning the recent death of my nephew who was released from the military, suffered with PTSD and hanged himself. Of course, my family is devasted. As our men and women return home to their loved ones, I pray none will end their lives in such a senseless and tragic manner as my nephew did. I pray that our Veterans hospitals, families, and friends will equip them and resolve to assist all our men and women and that our government
will bring business back to our country so that we, and they, our fine men and women who served our country can successfully find meaningful jobs in the workforce.
I am not disuaded. I am confident that “WE THE PEOPLE” will rise up and demand transparency and acountability in local, state and national government, safer neighborhoods and good paying jobs.
Thank you for the opportunity to clear the air.
Gail Moore

  2. John on January 27, 2012 at 1:53 pm

So sorry to hear about your nephew.

  3. Gail Moore on January 27, 2012 at 8:01 pm

Thanks Frank, John…As I said, no wrong doing. Did not make a mistake. To the contrary, we were doing everything in our power to make sure no mistake occurred.

You were still late in filing the report

      • John on January 28, 2012 at 2:05 pm

Talk about a publication that has went to rat’s with wings. It’s amazing how so many reporters or actors I should say whore themselves out. Integrity anyone? Once was a shining star, now just another turd in the bowl. So sad.

What are you talking about . And Gail you may not have done anything wrong … It just looks that way.

Filing a campaign finance report for a city election is not rocket science. A 4th grader should be able to complete this in about 10 minutes and get it in on time. Especially when you only have a handful of contributions and expenses.

    • John on January 28, 2012 at 2:02 pm

Yeah, just like the taxes WE ALL have to file. Talk about the kettle calling the pot black, Marra.

    • JL Campos on January 28, 2012 at 10:54 pm

Justin you are a little girl. YOu have no solid material except to defend the boyz. I still can not tell if you are a boy or a girl either way you have no gumption. You can not have children because they would be so ashamed of a girlie man for a mom or dad.

Again with the childish remarks. Stick to the issues or don’t blog

Look, Gail has explained her reason for being late , put the matter to rest, some of these blogger’s sound like Tony Chapa and Juan Ortega.

    • Born on F Street on January 29, 2012 at 9:34 am

Olivia. olivia, olivia. Are “we” not a society that expects more from our politicians. “We” believe that technicalities are important. Just ask Kori Marra.

      • Sally G on January 29, 2012 at 12:48 pm

I would ask Gail and her genius campaign manager/husband the obvious question: How hard can it be to fill in a few line items that included a grand total of say 5-6 contributors and 2-3 expenditures?

      • John on January 29, 2012 at 2:20 pm

Marra outright failed. Moore covered all her bases and was given the OK from the authorities.

        • Lois on January 29, 2012 at 4:15 pm

Marra out right failed at what? Paying her taxes late? Why are some people giving Moore a pass on filing a report late and not marra? What is the difference … Late is late

The difficulty here, is not with myself, my husband, The Texas Ethics Commission, Harlingen City Hall, or an attorney or judge I have already spoken with. We did nothing wrong. Many candidates take a delay on their FINAL REPORT.

I realize that lies, deceit, cover-ups, conflicts of interest and government cover-ups (and more that all this) has been the norm, here for so long that when a genuine Christian, since the age of 9, who is responsible to a fault and desperately wants to get elected to represent YOU YOU YOU, WE THE PEOPLE, I realize, how difficult it is for any one of you to believe 1 word any honest individual has to say!

Since it is YOU and not I, who is confused by honest wording, I will go one step, just one step further, in case you missed any part of my explanation.

There are 2 more reports which need to be filed, UNLESS one files THE FINAL REPORT. That was the question, with the Ethics Commission, since wording contradicts itself, with the instructions. We wanted to make sure all was correct.

And then, of course I had a memorial service to attend in Kentucky, concerning the suicide of my nephew who was released from the military, sufferred from PTSD, hung himself up north and had to be brought to Kentucky for services.

The part that saddens ME, beyond all belief, is that on the day of my return home to The Valley, I get all this.

Lois, Miss Lois, I pity you. WE were in touch with The Ethics Commission and WITHIN NORMAL LIMITS. The Ethics Commission knew who we were, and what was going on. The was no secret in our delay.

    • Lois on January 30, 2012 at 10:44 pm

Gail do not pity me. I am not the one that desperately want any kind of attend from trying and failing at running for city commission to making a spectacle of yourself protesting during the mayors city address.

I did not miss any part of your explanation, I read it just fine. You missed my comment … Late is late. I am not interested in excuses. I am sorry for your loss, however, the campaign and special election ended in December how hard would have it been to fill the forms out the day after the election.

    • Lois on January 30, 2012 at 10:45 pm

Also I am thankful Castillo won the election, you would have been a bigger nightmare than Harlingen needs

  7. Sally G on January 30, 2012 at 1:49 pm

Gail: Going to church doesn’t make you a Christian any more than standing in the garage makes you a car. One more thing: we know that you desperately wanted to get elected (your words). But the voters desperately wanted someone else.

    • John on January 30, 2012 at 5:19 pm

Nah,it’s the ignorance of the voters. Especially the ones who voted for Castillo just because he is Hispanic like them. I talked to a buddy of mine who was for Castillo and he was totally sold on him just because he was Hispanic. Only a fool would not look at a person’s track record to determine whether they are capable of handling an elected position. Apparently we have a bunch of fools in District 1.

Like I have stated on here so many times before:

John on January 26, 2012 at 2:02 pm
Good Christians do not practice questionable business deals, transactions and or hirings. They do not go against principle and ethics. And they should most certainly not take monies that are not theirs for which they do not deserve. This is all the more a sin because these individuals know exactly what they are doing.

When you go along with the flow you all are just as guilty as them Sally G.

  8. Gail Moore on January 31, 2012 at 9:03 pm

    One more thing:

The spectacle I made of myself was on your behalf, when I was seen protesting outside THE REESE.

The sign I carried was to say C. C. R. M. A.’s plans are going to hurt Harlingen! Do you not care about Harlingen? Or do you care about pomp and circumstance?

  9. Gail Moore on January 31, 2012 at 9:08 pm

    GOOGLE IT! C. C. R. M. A.
    Then google The Panama Canal.
Realize The Boyz are up to the benefit of themselves, no surprise.

And YOU? By any chance are you in it?

As for me, I am for “We the People,” who have lost our voices due to the ignorance or the disinclusion. It is my opinion that you are sincerely interested in pomp and circumstance. If not so, you would have noticed MY SIGN.
